Create a new video enhancement request using an existing upload, with optionally different parameters.
Clone of a clone is currently not supported.
Request body is the same as creating new video enhancement requests.
The PATCH /video/:requestId/accept endpoint must be called again afterwards (with the new requestId), but the request will proceed to processing without needing to re-upload the video.
